Received a letter saying I won $100,000. A check enclosed for $2085.00 saying to deposit and call a number to set up using $1500 of it to pay taxes through moneygram. Seems fishy. Is this fraud?

i received a letter from evergreen sweepstakes lottery inc Vancouver washington stating I had won 225000.00. I also received a check for 4800.00 and was told to call this person and i called and he told me to deposit the check and get 2800.00 and call back and he would tell me where to send the money. He told me the other 2000.00 I could keep. Do you have any information on this.
