The answer to this problem is the implementation of a mechanism that will take these PC's offline if they continue to transmit spam/malware. ISP's simply need to terminate the account of regular offenders. Although we are not all mechanics, take our cars to mechanics/service centres to repair them and to make sure that they are roadworthy.

You don't have to be a computer expert to secure your PC, so take your PC to someone who can secure the damn thing for you, instead of infecting the whole Internet and putting every other Internet user at risk.

Getting rid of malware infections, that could have been prevented in the first place, will solve a lot of our online problems.
