My comment failed according to the page I received, I will try to send it again:
I just read the story and when I came to the phrase "Montgomery refused to even confirm or deny whether he was personally involved in the exercise, which was aimed at testing defences in the US, UK, Australia, New Zealand and Canada against online attacks", I got goose bumps. I will tell you a story:

On the Internet I came across a huge organisation involved in many crimes in about October of 2002. Soon, my computer started giving me problems and it has not stopped. In January 04 I ordered a Compaq from Office Depot. I could not use my computers from then on for about a whole year. Late 2006 I finally found out that when my Compaq was ordered, it was shipped with two tracking numbers. With more research I found out that I was billed for a Presario 2100Z, but I was in possession of a Presario 2100. I believe the Z model has a network drive, I'm not sure, I was never able to get any information out of Compaq or HP. I had contacted them on several occasions and never got a call back. I did not know where to turn or where to file a complaint. Then I finally wrote the FTC, this ended no where either. My computer order was in the hands of a person's name of: JMCCRAY and he had ordered a change to my order.
I believe this guy had ordered a 2100 and a 2100Z and switched out the inside because they are the same size. This must have caused the inability to work on my computers for that year.
I had exhausted my resources for tech people and finally taught myself a bit about computers. I speak also German and I am having better results on certain search issues in Europe than in the US.
In January 05, I hijacked the ISP panix.com. I was so scared at the time, I did not know what to do.
At the time I had tested my network connection and it brought me to dotster.com. A window popped up on my computer saying that my web site was expired but I could renew it. I did not have a web site. I figured by paying an additional year I could finally find out who this idiot was which messes around with my computers all the time and gives me all these problems. I instead hijacked panix.com. I read that an Arizona woman did it. I was that Arizona woman and my hair stood straigt up. I could not believe it!! I did not use a stolen credit card, I used our company credit card.
An other time, I had slid out my hard drive and disconnected the laptop from the electrical outlet and to my surprise, I was still lit up on an internet page. Compaq conveniently lost my hour report on this incident.
Anyways, I must have done a thousand tests by now and it has always brought me to the countries Canada, UK, Australia and New Zealand.

I have a lot more to say, but will quit for now because I expect something unthinkable to happen very soon, but you probably already know this.
The above countries need to be thorowly investigated in my opinion.
