Fighting cyberterrorism: expert's opinion

"International terrorism is put as one of main challenges of the present days, posing direct danger not only to the international community, but also to Ukraine. Many people say that the world has radically changed after terrorist attacks on the USA, antiterrorist campaign in Afghanistan. I believe it is more correct to establish not the fact of changes in the whole world, but quality modifications of social consciousness on this matter.
It is necessary to change approaches to fight terrorism. This fight is mainly entrusted to special services that simultaneously carry out intelligence and counter-intelligence activities. The fight against terrorism, including its forms - cyberterrorism, should become the prior function of every law enforcement and corresponding authorized bodies.
At first we should comprehend where this problem comes from to minimize displays of terrorism on the international level. Note the number of homeless children. How many crimes are related to this matter? The number of children's homes we have now do not give refuge to all indigent homeless children. Crimes related to terrorism often happen because of poverty, scarcity of breeding and patriotism of each citizen.
Special services and law enforcement possess hundreds of ways to fight terrorism and organized criminal groups, but there's only one way to defeat them: to extirpate reasons for terrorism and organized crime. The struggle against terrorism, crime at governmental and international levels will be efficient only if civil society takes part in this initiative and a unified front of anticriminal and antiterrorist forces is created."
