I also receive the same congratulatory message that i won 500,000 USD. i had a doubt since i didn't buy any ticket from the Australlian lottery. I just copied the name of the claim agent.. Dr Steven Eloho and try to find him in the Google to prove that it was fake and i was right. it was a scam.
