P23-M US package to fight cyberterrorism for RP

Cyber Crime The United States government is funding a P23-million package to combat cyberterrorism, to be implemented by the National Police. The package covers training in detecting and neutralizing computer-related crimes, and equipment to combat cyberterrorism.

The US coordinator for counterterrorism, Ambassador Cofer Black, turned over on Friday to National Police authorities various equipment for the purpose.

The donation, part of the US Antiterrorism Assistance Program’s (ATAP) cyberterrorism consultation and equipment grant, was presented to Director General Hermogenes Ebdane Jr., PNP chief, in a brief ceremony to open the first National Police Cyberterrorism Center.

The US earlier funded a P2.4-million Automated-Fingerprint Identification System (AFIS) program that will be compatible with US government systems and other foreign donor programs for the National Police, the US Inter- agency Task Force West initiative supporting drug interdiction and efforts to counter narcoterrorism, and the $515,000 in Trade and Development Agency grant to the Department of Transportation and Telecommunications in support of the Secure Trade in Asia Region initiative.

The newly created information technology and cyber-crimes division of the National Police Crime Investigation and Detection Group (CIDG) will use the training and equipment package.
“We have a group composed of NBI [National Bureau of Investigation], CIDG and other groups who have undergone seminars on cyberterrorism, so those gadgets that were used there will be transferred to us,” Ebdane said earlier.
